　　风雨和阳光之中，我们迎来了“中国918爱国网”建站五周年的日子。

　　这是我们自己的盛典，虽然她没有绚烂的鲜花，也没有高昂的誓词，却无时不体现着我们一颗颗炽热的爱国心。

　　也因如此，她同样也属于广大热爱我们伟大民族和祖国的全体国人与全球华人华侨。

　　五年来，我们倍感欣慰的是，我们的“中国918爱国网”（www.china918.net，下文简称“918爱国网”）虽然历经坎坷和诸多风雨，却仍然从一朵脆弱的战地黄花成长为今天历经沧桑的参天大树。在这里，我们要感谢与我们一起奋战多年的战友——已经离开的和尚在工作的，没有你们的坚持，我们的网站就不可能维持到今天；同时，我们还要万分感激那些曾经和正在给予我们支持和援助的社会各界人士，有了你们的帮助，我们才得以不断发展壮大。

　　今天，我们要向广大同人和友好人士大声宣布，在你们的支持与努力下，我们“918爱国网”已经走过了培育、发展的阶段，初步形成了成了自身的特点，开始进入成熟期。毋庸讳言，我们“918网站”已经发展成为目前国内研究、探索抗战历史和战争遗留问题的一个主要的史料库和研究性网站，我们的目标就是要打造华文世界研究这一领域的民间第一网。

　　回顾我们五年来所走过的路，心中的感慨，难以言表。

　　一、打造华文世界民间第一抗战网站

　　建站五年来，我们“918爱国网”最大的变化和成果就是容量越来越大，质量不断提升，表现形式日趋多样化。

　　就量上来讲，在2000年办站之初整个网站仅仅只有一张软盘的容量，也就1兆多，而现在的常量却是在17—18G；就质上来讲，也由建站初期单纯的再现历史逐渐演变为理性的思索和付诸实践的参与；形式上也由初期的以文字、图像资料为主，发展为现在文字、图片、音像和诸多网络多媒体形式集于一身。

　　应该来讲，我们创办“918爱国网”的初衷都起源于一个“恨”字——一个对当年侵华倭寇在中国所犯下滔天罪行的国仇家恨，对当前日本国内一小撮极右势力恶意篡改历史、拒不悔改的痛恨。（此前我曾在多个场合和文章中提及，详见http://www.china918.net/91802/1year/ReadNews.asp?NewsID=16 ）

　　因而，网站的一大任务就是搜集一些反映抗战时期真相的文字、图片资料上网公诸世人，警醒国人勿忘国耻，自强图新。由于至今国内这些资料多半未曾真正开放，建站初期搜集资料极为困难，所幸随着建站日久，不少国人和华侨甚至海外友人都主动与我们联系，将其珍藏多年的资料授权我们上网发布。在此，我们也一并表示感谢。

　　但是，对这一衣带水、诸多变故的邻邦，又怎能一个“恨”字了得。

　　记得2000年制作《南京大屠杀》画册上网时，当时的一个感觉就只有一个字——恨。就是到现在回想起来还是这么一个感觉。所以，我特别能够理解美籍华人作家张纯如女士在编撰《南京大屠杀》时的感受。

　　但是，随着后来接触到国内外不少致力于中日两国和平友好的人士，并亲身参与、经历这些年来的一些重大事件，自己对战争的认识，对日本民族的认识，对人性的认识都有了更深的理解，认识到爱国主义教育并非仅仅限于国耻教育，更多的应该是将其化为一种上升的力量，化为一种强国教育和优良传统文化的民族主义教育。同时，我也越发感觉到对于中日两国那段特殊的历史，我们国人除却一个“恨”之外，更多的是要认真地加以总结和冷静思考，要从单纯的“恨”逐渐过渡、深化为一种如何反省人类的战争罪行，怎样防止战争，诉求和平。就在中日两国如何长期和平共处的问题上，中日两国要实现长期的睦邻友好，只能依靠两国和平力量的不断增长和对既往历史的深刻反省，在于两国人民之间加强沟通，增强了解。在这个方面，日本的和平人士已经做出了不懈努力，在不少方面甚至做得比我们更好。

　　鉴于这一点，我们在办站实践上，重点就放在了历史资料的搜集和发布上，目前已经初步形成了一个在国内较为全面地反映抗日战争这一个历史事实的一个资料库，并在很大程度上加大了对中日关系的报道、研究和分析。

　　二、几次重大事件的回顾与反思

　　1、2000年《南京大屠杀——历史照片中的见证》画册上网发布

　　建站初期，由于各类资料都十分欠缺，网上也不像现在能够找到各类信息。我们网站最初的一批资料就来自我在天津的一个名叫孙宏发老战友——一位从事计算机教育的中学教师——给我寄来了十多张有关南京大屠杀的照片。

　　2000年3月，《新民晚报》登载的一篇题为《400幅照片见证铁的历史，摄影图册<南京大屠杀>出版》，详细介绍了由海南出版社史泳、尹集约编辑的《南京大屠杀》。这是由美国历史维护会支持出版的，刊登的主要是国外一些人士当时拍摄的一些照片。2个月后，我们通过联系海南出版社的朱作霖编辑取得了这本照片集，并通过他征得了一些照片作者和所有者的授权，扫描制作在网上公开予以发布。

　　7月7日，《南京大屠杀》画册正式由我们网站发布，这是国内第一次反映抗日战争历史的图片上网，在国内外引起了轰动效应。

　　《南京大屠杀铁证网上可查》，中新社首先以醒目的标题上网发布了这一消息。随即，国内一些媒体都作了跟进报道。

　　8月5日，张国通先生给编辑部发信，授权在网络发布《花冈事件》图册。这些资料的上网发布，为后来花冈和解起到了一定的推动作用。

　　由此，网站逐渐在国内外开始树立影响，国内外不少人士纷纷给网站寄来各类资料，为网站建设和发展提供素材和建议，网站的建设也逐步打开局面。

　　由于一些特殊原因，中国对抗日战争那段特殊时期的宣传、教育并不全面和详细，一些对民众开放的历史资料大多停留在一个粗浅模糊的介绍上，我们下一代却对此知之不多，这不能不说这是我们历史教育的一个缺失。我记得当时我在网上可查到的资料只有张纯如女士的一篇文章《被遗忘的大屠杀》。因而在2000年1月的大阪事件（日本一些右翼分子集会对日本军国主义在南京大屠杀的罪行予以全盘否认）中，不少国人对“南京大屠杀”也只留存有教课书所讲的模糊印象，其中的详情也是不得而知。我们创建网站的初衷也是留存历史，教育国民。

　　2、2000年9月网站被封

　　2000年9月6日，网站创办人之一张岩松打电话通知我，由于一名网友发的一个帖子内容有点问题，被中央某部门特批查封。发帖的是一名留学生，他当时是转发在我们设置在中国军事网留言簿上的一个内容。当初我们看到这个帖子时，也觉得不妥，但由于当时的技术原因，我们不能从后台删除，就发了大量的帖子将它“湮没”了。

　　据我们事后了解，网站被封实际上是由于当时日本政府的干预，理由是网站“实际上是得到了中国政府的支持”。其实，我们只是文化部下属的网络中心为我们网站在他们的服务器上提供了免费空间而已。

　　当时，网站名称还是“历史不容忘却网”（www.china1937.com），由于是文化部下属的网络中心免费提供的，所以我们为表示感谢就在网站上标明“感激中华人民共和国文化部提供免费空间”。封站时，中央某部门的意见是网站内容不准许保留备份，邮箱不予以保留，还在追查我的个人信息。

　　现在回想起来，当时的气氛还是相当地紧张。作为一个小老百姓，中央某部门来查封你的网站，真的觉得天都要塌下来了。当天晚上，我们就将网站上100多兆的内容全部拷到一个硬盘上保留起来。

　　网站被封以后，我们通过一些渠道与北京某部门取得了联系，申诉了我们的理由和苦衷，并取得了他们的理解和支持。10月6日，网站得以重新发布，只是文化部不能再提供免费空间，只能由我们自行租赁虚拟主机了。

　　与当时比起来，现在我们的生存环境较以前要宽松多了，当然，我个人认为这与目前的国内、国外环境和领导人的思路是分不开的，也与广大致力于中日两国和平事业的友好人士的努力是分不开的。

　　3、2001年9月14日，中央电视台播放《历史不能忘记》

　　在“九一八战争”七十周年之际，中央电视台《东方时空》在2001年9月14—18日播放了五期的专题节目。第一期就是播放了采访我们918网的专题，题目是《历史不能忘记》。当时，央视两名记者跟着我5天拍了8小时的资料，最终制作了20多分钟的一个专题片。

　　在节目中，我谈了我们创建网站的初衷和目前的境况、打算。当时中央台的一个记者就问我们近期有无一些活动，我们就说要搞一个网络祭奠堂，来祭奠众多为抗战胜利做出重大贡献的先辈和民族的精英。因为在当时，有的日本右翼人士叫嚣他们为所谓的“民族精英”（实际上有相当部分是二战的战犯）建了一个靖国神社，反诘我们“你们有什么？”我们搞这个网络祭奠堂就是要在自己的网站上来纪念我们的先烈，把历史教育一代一代传下去，把我们祖辈所遭受的耻辱、我们民族遭受的耻辱一代一代传下去。

　　此前，我们在2000年底就联合国内一些爱国网站在上海召开了“首届网络爱国主义教育研讨会” ，准备联合建站，决定于2001年正式改版。当时，我们正忙着网站更名和改版，“918网站”的域名已经挂上去，但中文名称还没有正式确定下来。正是由于央视的这期节目和主持人的评价和定位，我们也就没有再迟疑，决定定名为“中国918爱国网”。虽然此前我们也一直对外称自己是爱国网站，但毕竟是我们这些小老百姓在做这些事情，还没有多少底气，这次得到国家级媒体的正式评价，多少吃了一颗定心丸。

　　事实上，中央台的这期节目也的确为我们起了一个正名的作用。央视的节目播出之后，首先是《解放日报》刊登专题《一位普通工人和他的“九·一八”纪念网站 》，随即（9月18日），上海的媒体也都进行了报道。

　　此后，我们举行一些活动也逐渐方便起来。当然，社会上对我们的一些援助也逐渐增多起来，在很大程度上缓解了我们办站的经济压力，这从另一个侧面也反映了我们国家民主和文明建设的一个进步。

　　4、2003年参与策划、组织保钓活动

　　总体来讲，2003年是民间保钓运动取得重大进展和突破的一年，它向外界表明了国人坚决捍卫领土完整，保卫国家主权不容侵犯的决心和能力。但是，我们也要从这几次活动中总结经验和教训。

　　保钓活动涉及到国家领土的完整，是全体国人共同的事情，必须做到民间与政府的良好沟通和密切配合。

　　从民间保钓人士这方面来讲，一定要做到与政府间的密切配合，怎样取得政府的支持。现在我们的主要国策的重点是避免战争，争取一个和平的环境加快发展，所以我们民间的保钓活动就应该清晰地认识到这一点，不要因为我们的一些过激行为被日本利用。一句话，“愤青”应该提倡，“粪青”却是不能容忍的。

　　从政府方面来看，就是要加强与民间的沟通。首先，政府要有一个明确的态度，虽然我们一直对外强调“搁置主权，共同开发”，但是，这只是个别国家领导人的看法，从某种意义上讲并不完全代表着政府的态度，日本政府也从来没有认可这种说法。就现在实际情况，搁置实际上就是听之任之。其次，就是要对民间的力量加以正确引导，否则就会出现盲动和无序状态，容易产生一些过激行为，被别有用心的人利用。在这些方面，媒体应该发挥更大的作用，不应该在顺势时推波助澜，而在逆势时无人问津。此外，对待民间的声音，政府不能一味压制，要为民众建立、提供一个发声的场所，网络就是个不错的渠道，只是要加以正确引导。在这个方面，教育界、团的各级组织应该可以更多地发挥作用。

　　而在这方面，日本民间和政府之间就达成了实际上的默契，以促成日本实际占领并最终占有的目的。

　　就去年的“登岛行动”，我们觉得我们应该认真总结，汲取经验。首先，我们的保钓活动必须紧密配合政府的外交策略，符合我们的国家利益。在具体行动上，就是要做到一切行动计划要瞒日本人，但是决不能瞒自己的政府；其次，现在国家正在踏踏实实地发展，完全具备理性处理许多争端的自信，根本没必要采取悲情式的、声嘶力竭的极端民族主义方法。再者，保卫包括钓鱼岛在内的国家领土，主体只能是我们的政府。作为民间保钓应始终支持政府的原则和立场，要坚定一个原则：民间保钓行动的只能是政府政策的辅助和补充，民间保钓行动要服务于国家的战略大局，要帮忙不添乱。

　　三、今后网站的发展方向

　　经过五年的积累和整合，我们“918爱国网”已经逐步成为目前华文世界网站内容最为丰富、资料最为齐全的反映抗日战争题材的网站；视频多、动画多、图片多，开辟一些多种表现形式的专题是我们网站的一个特色。

　　今后，我门将沿着这条道路继续走下去，继续做好抗战文史资料的搜集、整理和上网工作，还原、定格历史，在内容上将网站建设成为在研究抗战历史和遗留问题领域具有指导性、前瞻性和权威性的民间主流网站（史料库和研究性网站）；在形式上打造一份集文字、图片、音像和其他各种适合网络表现形式的多媒体杂志。

　　一直以来，我深感自豪的是，有不少专家和研究机构在查找资料时，甚至就会上我们网站查找。这一点在纪念张纯如的报道中，我们网站的优势就已经初步显现出来。在这次专题中，我们基本做到了文字、图片和音像等多种形式并行，在海内外形成了不小的影响。

　　除了丰富网站的内容和形式之外，我们还要力求做到资料全面、事实客观、研究深入，实现原先我们单纯地从一个“恨”字实现理性地转化过程，将历史的教训转化为精神财富。今年是纪念抗战胜利60周年，我们提出的主题就是“将中华民族的贡献昭告世界，把中华民族的精神传承后代”。

　　在现有内容的基础上，我们今后还将加大人民抗战的内容，主要体现在三个战争上，即正面战场、敌后战场和滇西战场三大战场，着重从人民抗战这个角度来反映中华民族的抗争精神。通过原来单纯的揭示战争罪行，逐渐过渡、发展到现在通过反映历史、揭示真相，激发后代子孙继承发扬中华民族的精神。归结到一点，就是宣扬爱国主义，宏扬民族精神。

　　同时，在做好史料收集和专题报道的基础上，我们还将花大力气做好论坛的管理和建设工作，力争做到与广大网友的互动，成为报道、引导民间中日友好运动走向的主流媒体。当然，论坛是为网站内容服务的，是为了让人们更好地理解历史资料和显示发展。网络的实质就是一个网络媒体，我们也一直志向于创办一个网络多媒体杂志。这个定位我们十分明确，一直没有动摇过，因而在网站创办之初就有一个编辑部，一直稳定地保持在10人左右。

　　目前，我们在国内一家企业的资助下更新了新的软件，力争让网站在形式上焕然一新。改版之后，网站在搜索引擎和栏目设置上实现一个较大的提升。在搜索功能上更为强大，将分为网内、网外搜索，方便网友查阅相关资料和信息。在栏目设置上更科学，历史资料还是按照行政区划来界分，使框架结构清晰，并有利于与地方性文史资料实现链接。

　　为了确保网站内容的及时更新和实时报道，我们编辑部的人员几乎总是24小时有人挂在线上，确保将一些事态的最新消息发布给广大网友，许多平面媒体不发布的我们也发布了。

　　在几年的网站实践中，我们一直尝试着新的报道形式。这两年，我们自作的网络直播就经常性地应用在一些大型活动报道上，从最早的在上海师大召开的“第二届日本侵略亚洲战争责任研讨会（2003年9月18—19日）”，到后来的保钓行动、云南抗战纪念活动、史维会北京研讨会，均取得了很好的效果，今后，我们将继续加以完善，使之成为提升网站影响力的重要手段。

　　另外，网站建设要坚持与兄弟网站联合，与专家结合，增强自身的专业素质和理论水准。

　　四、关于民间网络发展的几点设想

　　目前，国内民间爱国网站主要有以下三种：一种是搞资料和研究，另一种就是纯粹的发表意见（BBS），还有一种就是在网络的基础上在社会上搞民间活动。

　　总体来讲，各个网站应该明确自身的角色定位，角色清楚之后，更有利于相互间的配合与协作。应该来讲，经过这一年的震荡、整合和反思，目前国内民间爱国网站开始剔除以往的盲目无序，逐步进入一个重新定位、相互合作的成熟期。尤其是去年上半年的“登（钓鱼）岛事件”和前年的“西大事件”，让广大网站普遍经受了一次洗礼。以前，做一件事情，大家都混在一起做，总觉得人多力量大，事实证明这样搅在一起，反而不利于做好一件事情；实践证明，这种分工和定位是有利的，也是必要的。搞活动的专心搞活动，搞事实报道的搞事实报道，搞论坛鼓动的专心做好论坛鼓动，这样能够有效地减少摩擦和牵制，更加有利于相互间的协作和配合，有利于推动事情向好的方面发展。

　　但是，我们要防止一点就是在一些具体活动时，要建立一种协商通报机制，避免一些个人和小团体为了寻求自身的利益而有损其他网络团体的利益和公众利益。

　　按照目前的走势，做内容的网站可以建立一个以自己的宗旨而长期宣扬自己的主张，BBS则可利用与网友间的良好关系调动网民的热情和积极性，这两者之间可以做到相互配合。一般来讲，作为互动的BBS 应该围绕以单向的以内容为特长的网站周围，否则，就极易出现一种盲动和无导向性。

　　目前，国内的爱国主义网站经费多半是自养或来自各方支持。由于我们网站于2001年央视报道之后，来自各方的支援较以前多了起来，资金方面的困难较以前确实是缓解了不少，但也仅是正常的设备维护和日常的基本运行；随着网站规模越来越大，要实现质量的提升和报道内容的扩大，资金还是十分的匮乏。我们希望相关部门能够参照国外的一些惯例，允许我们维护爱国主义教育网站和民间解决战后遗留问题的人士成立基金会，让更多热爱和平和同情、支持战争受害者诉求正当权利的人士能够通过一个常规性的渠道来关注、支持这个事业。

　　五、关于与政府加强沟通

　　就前一阶段的现状和民间爱国网站发展的出路来看，今后我们将尽可能地做到加强与政府间的沟通和协调。

　　在网站内容和信息的调整上，要开辟出专门的版面来突出一些民意，让来自底层的心声有一个表达的地方，尤其是在一些热点问题的报道。在内容上，在做好史料发布和动态报道之外，还应尽可能地发表一些研究性文章，并力争与官方网站之间建立一种长期性的联系和互动。有可能的话，我们将在继续抓好网站建设的基础上，充分利用自身的资源，考虑成立一个研究性质的民间团体（如研究会），对抗战史和进行网络爱国主义教育进行研究和探索，尤其是抗战史重建和索赔、领土等问题，培育一个民间的“智囊”，为决策层提供一些反映底层民众呼声、有针对性和有建设性的意见和建议。在广泛接触，长期交流的基础上，寻找一个恰当的时机，寻求并促成民间与政府方面实现一种更为直接的对话，并长期保持下去。

　　在这个方面，韩国朝野目前良好的联动关系为我们树立了良好的榜样。就最近两年的实践来看，这也是个有可能实现的目标。我们也曾就一些热点问题和重大事件做到了有效沟通，并最终达到了一些较为理想的状况，虽然这些接触还是一些低层次的和非直接的，但毕竟有了一个好的开始，希望今后能够更加深入一步，建立一个更为直接、经常性、互动的正规接触渠道。

　　另外，网络已经发展成为一个比较成熟的平台，学校和各级团组织应该充分担当起责任，利用好这块平台做好青少年的爱国主义教育。现在，有些学校的教师已经在这方面开始了有益的尝试，不少还取得了较好的效果，他们利用论坛、留言版、QQ等形式，与学生之间建立了一种长期的联系和有效的引导。

　　在这方面，政府有关部门的工作则稍显滞后，“光堵不疏”成为现在一个普遍的现象。在这方面，政府网络和平面媒体网站应该发挥更大的作用，大家相互配合，共同将爱国主义教育做好；此外，宣传部门也应该调整思路，要多点参与，少做些仲裁。

　　中国对世界二战历史的贡献，是中国做出了牺牲，纪念抗战并不只是国耻教育，而应建立一种积极向上的氛围，这牵涉到对正面战场和抗战老兵的评价和给予现存抗战老兵的关爱，任何对抗战有着推动作用的力量都应得到关爱和肯定。

　　最后，关于中日之间的民族交流问题。首先应该明确一点，那就是不能将原来军国主义的罪恶简单归结于现在的日本人民，那样就会将日本民族整个作为一个对立面。从许多事情上来看，都是一部分日本的和平人士在主动做一些事情，解决中日之间的历史遗留问题，做一些有利于中日民族友好的工作，很多方面他们甚至比我们做得更好。从目前日本国内的情况来看，日本右翼和中间的势力在逐渐增大，相比之下，日本友好人士的比例在逐渐缩小。从检查我们自身的角度来看，以前的那种无区别的仇恨在一定程度上是将整个日本民族作为敌对势力，这样的结果就是进一步加大日本右翼的力量，增强他们反华的借口，尤其是将中间派推向右翼。

　　在这个问题上，邓小平讲得好：对待日本右翼的最好办法就是加强中日人民之间的交流和沟通。解决中日之间的问题，就是需要迫使日本政府重视他们国内的和平力量，因为日本的问题最终也只能取决于日本人民自己。作为我们来讲，我们要作为日本和平人士的强大后盾。

　　我们走过了风风雨雨的五年，历史和良知将激励着我们继续走过下一个五年，不论前途是坎坷，亦或辉煌。

It makes us be gratified that our “China918.net”(www.China918.net) is growing up from yesterday’s weak flower to today’s stronger tree,though it suffered from much frustration.Here ,we’re thanking the comrades fighting bravely with us a lot who have left or are continually working for our website.Our website could not be continued to today’s situation without your supports.At the same time,we’re also thanking the friends from all circles who had ever helped us or are helping us now. With your help,we’re growing up much quicklier.

Today,we’re announcing to all the comrades loudly that our “China918.net” has finished the period of being cultivated and development,it has formed its own characteristic and is starting to be mature with your supports and efforts.No need to say,our “china918.net” has became the major historical data and research website,and our goal is to develop it as the first one in the field of Chinese Worldwide Research.

To look back the way we passed of the past 5 years,it is really hard to know how to sign with emotion.

Firstly,making the website as the folk battle one

The largest changes and harvest of “china918.net” are that the volume of it becomes more and more larger,the quality constantly lifted,and the forms of expression are more and more diversified during the 5-year’s website construction.To the volume,the constant volume is 17~18G now from that one piece of floppy disk’s volume(or more than 1M) in 2000 when our website established;To the quality ,we’re now thinking the history carefully and making the thinkings into practice from that just reappearanced the history in initial stages;To the form,we have made the network multimedia forms such as words,picture and video together from that the majors were words and picture.

We should say that our original intention to set up “china918.net” was beginning from the word “Hate”—the Hate to the nations of the Japanese pirates who had attacked the heinous crimes to Chinese; the Hate to a handful of enemies having the “views of a Right tendency who veiling distorted the history and refused strongly to repel (I’ve mentioned these in many places and articles, for details http://www.china918.net/91802/1year/ReadNews.asp?NewsID=16).

So,one major mission of the web is to collect the truth words and pictures of Anti-Japanese War and show them online to the public to warn we Chinese do not forget the history as well as to be self-improved.Owing to most of the domestic materials are still not be showed publicly, it was quite hard to collect them at the very beginning of the web established.

Fortunately,many fellow countrymen and overseas Chinese are connecting with us in initiative and releasing the materials they’ve kept for many years on our authorized web.Here ,we thank them together.But only a word “Hate” is enough to the close neighbor separated by only a strip of water,which turned their faces often and suddenly?

I could remember that when the album of NanJing Massacre showed on the web,was only a word “Hate”.
